Dutch people tend to behave that way, because of pretty strict on-road law enforcement back in the Netherlands. There are lots of camera's along the Dutch roads. Pretty much all Dutch people, me included, hate 'em :P

There are a lot of dutch tourist visiting this region of poland. I live like 20 km far away this city and everyday I see lots of dutch plates. Dutch people are very kind, they let pedestrians go across the street and they drive slowly, what is a rare behaviour of Poles.
