The speech was held at the debate on the motion: The economic crisis is the best time to introduce major economic reforms, organized by the Foundation for Effective Governance in cooperation with Intelligence Squared in Kiev, Ukraine on the 15th of April 2009.
The Foundation for Effective Governance is a non-profit organization based in Kiev Ukraine. It aims to improve peoples lives by assisting policy makers and stakeholders at all levels to design and implement actionable public policy solutions, and by furthering public debate on the most important development challenges facing Ukraine.
