The Ghana Luxembourg Social Trust Project is a conditional cash transfer programme for poor pregnant women in one pilot district in Ghana: Dangme West. The project aims to improve maternal and child health and to reduce poverty by providing a cash transfer of 15 Ghc per month to poor households with pregnant women and their children until the age of 5 upon the condition that household members are registered with the National Health Insurance Scheme, the pregnant women and children take up certain maternal and child health related services such as pre- and post natal care, skilled delivery, health check ups for the child, immunization. The benefit is paid out every two months. Linked to the pay-out are education sessions for beneficiaries and community members relating to maternal and child health matters.
The project is financed through an innovative "Global Social Trust" mechanism whereby voluntary contributions from a country with high levels of social security, in this case Luxembourg, are used to strengthen social security systems in countries that are aiming to extend their social security coverage. The project is implemented jointly by the NGO OGB-L Solidarité Syndicale of the Luxembourg Trade Union OGB-L, International Labour Organization (ILO) and national partners including the Livelihoods Empowerment Against Poverty (LEAP) programme, Ghana Health Services (GHS), the District Assembly, the National Health Insurance Scheme (NHIS) and Ghana Post.
