@takeimasmom I completely agree with you. Watch 0:20 - 0:37, he describes exactly that. Giving them the help they need. Developing case logs on human trafficking, rapes, pimps in general and any other crimes that their pimps have been involved in. OPD actually takes way more initiative than most departments.

If these police and programs actually wanted to help the women then make sex with consenting adults legal. If it was legal then they would not have to be afraid of getting beat up or raped. Prostitutes in legal prostitution areas do not get beat up and raped because it is regulated and safety is enforced.
