Article V.

The Congress, whenever two thirds of both Houses shall deem it necessary, shall
propose Amendments to this Constitution, or, on the Application of the
Legislatures of two thirds of the several States, shall call a Convention for
proposing Amendments, which, in either Case, shall be valid to all Intents and
Purposes, as part of this Constitution, when ratified by the Legislatures of
three fourths of the several States, or by Conventions in three fourths
thereof, as the one or the other Mode of Ratification may be proposed by the
Congress; Provided that no Amendment which may be made prior to the Year One
thousand eight hundred and eight shall in any Manner affect the first and
fourth Clauses in the Ninth Section of the first Article; and that no State,
without its Consent, shall be deprived of its equal Suffrage in the Senate

  • we need to get back to basics. things have gotten so out of hand. so much research is involved for such hugh issues such as bills and what not. it shouldn't be like that, then they try to bury important information hidden throughout the bills with jargin meant to confuse the average person. not to mention politicians who claim one thing then do another. it's frustrating. the federal govt needs to give states more self governing power because the fed govt is too damn slow!

  • agreed. localized govt addresses local needs. additionally, many legislators don't even read the bills, they have an aide do it, and get the general idea from lobbyists, who of course have an agenda...things ARE out of hand, and corporate interests are the real ruling force in this country and abroad...

  • exactly! one of the fundamental foundations of the true republicans was to limit the powers of the fed govt over state. what ever happened to that idea?! where did it go? I called the 800 number duncan hunter had on one of his sites to find out where he stood on illegal amnesty and the woman who answered the phone couln't even pronounce the word and had no idea what it meant! i was on hold for a while as she had to ask other people his position on it. so sad.

  • No, WE THE PEOPLE can and WILL utilize Article V to REMOVE the unconstitutional and fascist 16th Amendment. REMOVE THE 16TH AMENDMENT - ABOLISH THE FEDERAL RESERVE!

  • Interesting! So 2/3 of the state's legislatures could force a change or amendment in the U.S. constitution, no matter what the president and the congress want?
