I don't know about Dr. Light making MM9's RM's. On the arranged soundtrack cover it has other doctor's initial's on them. Based on some of Light's blueprints perhaps, thus the blame could have easily been put on him by Wily?

do not forget the robots of Megaman 3, they were made by Dr. Light and Wily, together, so they have at least some relation to the others

Overall, it's Light, Roll, Mega/megaman, Protoman (I guess), Elecman, Cutman, Gutsman, Bombman, Fireman, Iceman, Oilman, and Timeman. The MM9 robots might count; I don't know for sure.
