A state committee created by Speaker Andy Dillon (D-Redford Township) held its first public hearing Thursday, September 3,2009 on the Michigan Health Benefits Program, a mandatory plan being proposed for all state, municipal and school employees.
After a brief introduction by Speaker Dillon and a presentation by his health care expert, Kate Kohn-Parrott, committee members had several questions and concerns. Phillip Pavlov (D-St.Clair), minority vice-chair, asks: If the system were to be implemented and run as a deficit, where would the responsibility for that deficit would the state of Michigans general fund be obligated to pick up any deficiencies in operations?
