Hello Robert—An explanation on the $0 stamp. In the US, when parcels are turned in to a clerk at the Post Office, the clerk runs it through the point-of-sale system which double checks weight and postage. If parcel has too much postage, or just enough, it will ring at $0. If traditional stamps are on the mailer, the stamps will be manually canceled out at this time. If not enough was affixed, as you can guess, the difference will need to be paid and value will be reflected on the extra stamp.
