When the charismatic & respected Russian General Andrey Vlasov was captured by the Nazis in 1942, he was persuaded by them to form a new Russian Liberation force composed of Russian POWs. The Germans intended that they should aid them in subduing the USSR. Vlasov saw it as an opportunity to once and for all overthrow Stalin and the Bolshevik regime. The ROA (Russkaya Osvoboditel'naya Armiya) was the result. Here, Vlasov speaks to an assembly in Prague, November 11, 1944 just six months before he and his men would surrender to American forces, and ultimately be handed over by them to Stalin and execution.
@hectorbolshevik The population reductions was happening before the German invaded. Millions died from Stalin's famine, gulags and purges before the SS had arrived.

@hectorbolshevik The Russians who supported the Red Army had no choice in the matter. It was either serve Stalin or die.
Considering that Stalin murdered over 20 Million or more Russians I would say that it was not really a fortunate thing either. Vlasov was not a military dictator so much as he was a man caught in the power struggle between two ruthless murderers, Hitler and Stalin. However, the Prague Manifesto showed him to be more a Social Democrat than a Nazi.

His past actions as soviet general and communist party member showed that he was not hero but coward who never had any real ideals but just a greed for career. All his speech are empty words, at least when coming from from his mouth.

Translation: To restore a white fascist government under the military dictatorship of Vlasov with his strings being pulled by Hitler. A Russia enslaved to the Nazis, not to mention a severe population reduction of the "untermenschen".
But thankfully the vast majority of Russians had better sense and supported the Red Army.
