Philippine President Gloria Macapagal Arroyo met with constituents and filed her candidacy for congresswoman on Tuesday in her home province of Pampanga.
She will be the first Philippine president to seek an elected post after serving her term.
Arroyo announced her decision on government radio on Monday, saying that after much "soul searching" she has decided to answer the calls of people from her district.
[Gloria Macapagal Arroyo, Philippine President]:
"I realized that I am not ready to step down completely from public service."
Arroyo has been president since 2001, and is not eligible to seek that office again. She is expected to win a congressional seat hands down in the elections next May.
Arroyo also said she will continue doing her duties as president during the campaign season.
[Gloria Macapagal Arroyo, Philippine President]:
"To our countrymen and women, I will be firmly in control of our national government until the last day I am in office as president."
Arroyo was accompanied by her husband and son as she filed her candidacy at San Fernando, Pampanga's capital.
Arroyo's critics say she is trying to prolong her grip on power. Opposition lawmaker Manuel Roxas said she might push for changing the constitution so she regains power as prime minister. Analysts say this scenario would be unlikely if an opposition candidate wins the presidency next year.
