@Isochest i think it wasnt problem: soviet people didnt trust to propaganda, just like you dont fully trust to commercial advertisement.

I live in Russia and i cant imagine if someone decide to move ONLY because of propagandas advices (even in sovetic past). There is must be some another reasons: work, social benefits etc.

And now there is no propaganda but people live there bacause of that real reasons; its good oportunity for job and money. However - they dream to get out , its true.

I find it hard to believe this was shot in Norilsk. Obviously Soviet propaganda to get people to move there. The grim reality is in the comments below by those who know. I bet it's awful for those who have to live there:-(
