It's not the severity of the injury that is the matter here. It's the intent, and action of a coach.

It's more so the intent of hit action. With all the concerns about player injury we dont need a 12th man that is unaccounted for to be throwing cheap shots when you are clearly not allowed to be that close to the sideline! It is THAT mans job to keep the team off of the sideline and he has all of them lined up there. The second guy also tried to throw a little shoulder in there. It's un called for, and a cheap shot.

While I agree with you that it's about the intent more than the severity of the action, it IS perfectly legal for them to be standing there. Morally, they should make their best efforts to stay out of contact with the players and try to keep even opposing players from getting by running into equipment, other players/personnel, and stuff like that (though they're not obligated to), but beyond the white line is OUT OF BOUNDS and all areas that are OUT OF BOUNDS are fine to be stood in.
