I don't get it...
If you separate the water with electrolysis, this takes electricity aka energy.. If its in the car Im assuming its off an alternator, loading down the engine to run that... and last time I checked it takes the same amount of energy to separate water as you do getting out of it (probably less out of it because you cant get 100% efficiency).
Maybe if you made the gas from household power and then ran it in the car, using it like a storage medium. Thats how I see it working.
