Permit is only allowed if you are NOT in a public property! You do not need any sort of government permits or any permits from any entities. Public property is everyone's property, not any other way. He is asking for permit because he believe you are not supposed to be video taping. This is a norm in the Philippines, which means any person asking for permits but you are legitimately in a public property. He either do NOT know or childish about the laws. If he ask, tell him where is the law, sir!
