It's in Australia that is to say, that accent is an Austrailan one, similar to a newzealand but there's a clear difference if you live here and are used to hearing the differences between the two.

This is honestly my favorite video on youtube. I think I saw some footage of this walrus attack on The Daily Show a number of years ago, and I have searched the internet ever since to try to find it. Finally my life is complete.
