Naw. Max is a hyperkinetic, sociopathic, lagomorph (which means that he'd turn people inside-out just for funsies) while Sam just doesn't give a rat's ass about anyone else's medical, physical or psychological condition excepting his own and, possibly, Max's... In either, since they know EXACTLY what they're doing, they're not reckless; they're a threat to the innocent general public of the world (probably even more so than the criminals they round up).
