The Border is also 3 nuatical miles from any bay, shoreline, inlet or jetty.

@troyshereforu First, the camera guy wasn't "pulled over". He drove into the checkpoint on a public highway. The BP's mission is to prevent the entry of aliens illegally entering the United States, to arrest those aliens illegally in the United States, and to arrest the smugglers of aliens.
@yun514 He's not a Customs Officer. He didn't know if he was a USC until he spoke to the fool in his vehicle. The BP Agent would have to run wants and warrants on the subject. The "Customs" officer,as you refer to him, isn't there to secure the country.
