No, it isn't. Yeah, they both use alchemy, but that's where the similarities stop. First, the structure and message are entirely different. While FMA is a complex commentary the idea of karma using alchemic principals of equivalent exchange as a metaphor, this series' message is the much more straight-forward "Heart and spirit can overcome anything".
Besides, they take completely different approaches to alchemy itself. FMA treats it as a highly complex science. Buso Renkin really just uses it more as a pretext for the weapons and creation of enemies. Replace the term alchemy with magic, chakra, or mana and it still works.
It's pretty much the same. They cut out a few small things and changed a couple of things. Probably the biggest thing they cut out/changed was removing the shrunken Tokiko part of the series, and skipped the epilogue (sort of. Technically, the epilogue goes through the credits of the last ep. but in the manga they use it to cover Tokiko's past).
well it was half decent, there is better stuff out there but i dont feel like i've lost brain cells watching it. Some of the papillon moments were priceless too
