Yes he does. Plastic Man was actually the FIRST stretchable superhero (before Elasic Lad and The Elongated Man -- and Marvel's Mr. Fantastic, btw) He was one of onlyTHREE superheroes to guest star in the ORIGINAL "SuperFriends" series (the other two were Green Arrow and The Flash). One interesting thing -- this is the ONLY opening to a cartoon with a DC Superhero that actually shows a cover to his comic. I suspect it was to 'prove' he was a DC Hero. But 'newest"? Plas was around in the 1950's.
