It's not the owners fault. Every ship brought in to the bay is brought in by a Maritime Pilot, it's his job to make sure things like this don't happen. Even the pilots history shows numerous accidents(ran aground,hit a crane.etc) An he blamed it on the electronics an the crew. If you don't feel comfy with everything around you don't go through with it. But to them money is more important. Both the shipmates and the Pilot.

The ship originally reported that a few hundred gallons of oil were spilled. The Coast Guard took them at their word instead of seeing for themselves. Turns out they left a few zeros off the estimate, and the disaster was magnified due to lack of initial cleanup. Thank you Repugs. God help us if there's an earthquake. It'll be Katrina all over again.

This refers to the oil spill in San Francisco Bay. The oil was not contained, and the ship was moved before anyone really realized that it had 100 foot long gash in the oil tanks.
