That is not necessarily true. 1 December 1994 - 1 January 2004 is only 9 years and one month... That is not a decade by any means. Also, you can't measure time because time doesn't exist. Instead, you are measuring the Earth's rotation on its axis/Earth's orbit around the sun and breaking it up into convenient increments.
