It's funny because Steve Martin calls it "happy feet" not "sad feet." Explaining this just kills the comedy.

To me how he's performing them isn't great or particularly funny, it's the ideas that're important. When I think later about this particular bit I might crack a smile. It's like a laugh on the inside instead of outside.

II remember as a teenager watching Steve do this routine on another show before SNL ever was on. And yes being a teenager I stole his happy feet and would have to start dancing away LOL I remember alot of strange stares in elevators.

Look around shiftly, then quetly announce 'Uh-oh... Excuse me, I'm afraid I'm getting... HAPPY FEET.'
Then flail around wildly as shown above.
If someone gets a minor injury, you did it right.
Not only is he a funny guy, he's a wild and crazy guy as well!
