could you show me how to glitz up a photo for a pageant?

What can I use if I don't have surface blur?

@MsCompetenceXX musnt have photoshop

I have mixed feelings on this. I can airbrush without sacrificing the whole image (I dreaded you selecting filter, because I knew exactly that you were going to choose surface blur).

Hmm Can I use some kind of photo editor on my HP? Please reply..

Best way to do this effectively is to select parts of the face one by one and then add the blur. That way you keep accents intact. This way the entire image is blurred and you can see where it went wrong (cheek on the left near ear). Also apply a mask afterwards.
