@FunWithSparkles might be. I learned this from instructions in the articles on Balloon HQ site. But I was a member of mbd2 for a long time so I'm sure they have a version of this somewhere there as well.
I think in this specific one I didn't put anything and I'm sure it still stood upright since it has a wide base and is center-weighted, but if you anticipate winds or any other distraction, of course something to weigh it down is necessary, and can be tied to the center of the base of the vase.
Sure, each petal of the flower is actully a locktwist with 2 bubbles of the lighter color and around that locktwist is a looptwist with the darker color, all connected to the center. Multiply by five for five petals (six is too much, it can not be flat with six) and add the Yellow pinchtwist at the center and a green stem from the other side and you have the 3 colored flower.
