This video offers reasons why you should consider putting captions on your video ESPECIALLY if you're from the deaf community and want the rest of us to "hear" what you have to "say".
Because typically those of use who can hear can't understand sign language, which is even worse the way the average deaf person has to handle lip reading, they can get some of the context by lipreading. We will get nothing from sign language.

I could get some freeware to place captions in

Because they can see someone perform sign language. That's why a deaf person would want to watch a video.
