    He was devised in the "Something Awful" forums a few years back when people where thinking what would seem scary yet be believable enough that they could spread rumors of it. Slender Man was literally created just so he could go viral. The game was inspired by the story and was later released. But yes in conclusion it was created by some clever people on an internet forum, nothing more to it.
