The inner side panels of the skirt are solid and made of foam. There are many small holes in this. The airflow ducted from the prop inflates the skirt and then the remaining air leaves through the holes, creating the air cushion.

Thanks for responding. One other thing, is there a hole in the bottom of the bag or is it totally sealed?

Thanks. The skirt was actually made of trash bags. What we did was use spray adhesive to make a double ply, this makes it far stronger. Then it was attached with duct tape.
