That might actually exclude diplomats, but definitely not tourism. In fact, there is a quite substantial amount of families that travel to the US explicitly (& legally) to give their child the possibilities an American citizen enjoys. Now stop the racism and get used to Whites being the minority. It's not as bad as it sounds.
