That might not be Pale Male himself...he's fathered several generations of kids that hang around the park. There's also a few other red tailed hawks that live in the area that have had families as well. They're still beautiful animals though, I saw one on a visit to the park myself in 2007.
I think it's not just about being accustomed. I think they're not afraid of you because they figure they can handle you if they have to. They're big, serious, fierce birds.

Holy cow, I've never seen a hawk, especially a red tail, let a human get that close before. This shows how accustomed they've become to humans.
