Stalin didn't want to conquer the world through conventional military action. His idea was to spread Communism through out the world through revolution. Hitler only wanted to create a German empire in Eastern Europe and parts of the USSR. It was England and France that declared war on Germany.

I forgot though in your world Hitler is going to pull out of his ass a navy that is suddely capable of, 1 crossing the Atlantic, 2 invading the Americas. Not with standing the fact it takes at least 4 years to build a capital ship.
