Rector st. is basically one of the many WTC stops. It is at the southern tip of manhattan if looking at a map. To my knowledge anytwhere south of houston st. is considered to be lower manhattan. Upper manhattan would be after midtown so probably starts around 96th st up. Depending on what line the r46's are running on.
