PROOF THAT QoS SERVICE 20% BANDWIDTH LIMIT DOES NOT AFFECT YOUR INTERNET SPEED.
It only occupies 20% WHILE you're downloading Windows Updates or using VoIP( like Skype).
Gpedit.msc is available on Windows XP,VISTA and 7 under Premium,Professional or Ultimate packages.

if I leave Kaspersky running while I do speedtest,it will show wrong results because Kaspersky scans all the traffic that enters into my computer.So basically I would get slower results OR dramatically higher(wrong) results.I will make another video by the way,just to show HOW IMPORTANT IT IS TO DISABLE ANTIVIRUS BEFORE DOING SPEED TEST !!!(Everyone,cautions here)
