Your absolutly correct the step that they are doing makes it the Leo walk the actual rocksteady is just the rocking hip motion.. skeeter rabbit called it the water gate. maybe rock steady or leo walk is another name for it i dont know. some lockin moves av mo than one name. for example the iron horse also called which a way.

From what I know, the Rock Steady is just the groove with the hips (the hips moving side to side). If you actually start walking and taking steps while doing the Rock Steady, then it can be classified as one version of the Leo Walk.
The Rock Steady groove is actually in a lot of locking moves (it could be incorporated into the stop and go for instance).
