Does the Philadelphia Parking Authority tend NOT to send a guy with a torch if somebody can't open their lock? If the guy with the torch didn't ask you for any proof that the bike was yours, that would lead me to believe that ANYBODY could call the PPA, say they can't open their bike lock... and *tada* a guy with a torch apears to bust that lock for you.

Um... apparently you missed the point of my first post? If they didn't ask you for any kind of prrof that the bike was yours, why would they ask me?

Nope, which I couldn't have provided anyway. The bike was my stepdad's, and the lock was so old that the mechanism broke as I was trying to unlock it, rendering it permanently locked. I was just glad it happened to be in front of the Philadelphia Art Museum and not out on some rural road somewhere.

Well that just doesn't seem right. Perhaps next time I'm in town I'll just cal them up and get myself a free bike!
