当地时间19日晚（北京时间20日凌晨），俄罗斯外交部发表声明说，俄边防军是被迫向中国货船新星号开火的，新星号沉没并致多名中国船员遇难的责任全应由其船长承担。俄外­交部发言人安德烈·涅斯捷连科说，俄方对这样的惨剧感到非常遗憾，但过错方在新星号货船。
