Yes it is, if only it was a real time travel lift that you could go back to 1800's and see what it was like. Not that that's a good thing but just to say you've been there and then you know hehe.

I think that it is staff acess only and only accesable from the outer side. Maybe to lift heavy objects like ornaments.
