It's not real man, it's completely fictional. The game begins in 1901 because some countries became much stronger(in reality) by 1914.
Also, the software is RealPolitik.

@Darthirv umm on the realpolitik site it says that i need diplomacy tm to run real politik. does it mean the 1985 version or 1999 ? and do you know where i can get them ?

Yes it is. I just opened the file and maximized the window. I don't actually think it's the whole screen.

@snaged911 This is a tad late, but again, just download Realpolitik and you can run the games as shown above.
