Of course the second time you download a file it will be faster, because of caching. Even if you clear your machine cache there are multiple hierarchy of cache like ISP, Proxy and reverse proxy cache (used in some websites).

As Software Engineering I assure you that most of download acceleration programs are fake, because the speed of your connection is controlled by the Internet Service Provider (ISP).
