Skyrim - How to get Keening and the Staff of Tandil (Unique/Secret Weapons) Part 2

Effect: Absorb 10 points of magicka. Absorb 10 points of health. Absorb 10 points of stamina.
Note: This weapon cannot be recharged with soul gems

After getting the soul gem from Enthir, go back to Arniel and give it to him. Since Arniel failed (again) at his project, he wants you to heat the soul gem after you put it inside three dwemer convectors around Skyrim. Do this, and return to Arniel and give it back. You can't start the final part of the quest immediately, so return to Arniel after a period of time. When you start the fourth part, he will (again) tell you to talk to Enthir. Enthir tells you that Arniel's package was lost with a courier, who was captured by bandits at Broken Helm Hollow. Go there, clear the area of bandits, then go through the secret door and take Keening from the courier's body. Return to Arniel, and give him the dagger. Watch what he does, and after, Keening will be on the floor. You will also get a spell to summon Arniel's shade.

Does keening has an infinite charge that can drain health, stamina, and magicka a hit?

Because I hit an orc one good time with it and it says its out of charge...

Ppl keep telling its infinite like a silver sword or Lucky Dagger but I'm not so sure....

Maybe my Keening has a bug? or the special effect is just stupid?

@SlipperehPuppeh My guess is because Sunder and Keening's power (also referred to as the "tools") were bound to the Heart of Lorkhan (similar to the Tribunal's immortality bound by the heart). Since the heart was destroyed, Sunder and Keening have slowly lost their power over time. Eventually, after the centuries passed, the tools' legendary power diminished and become not much more than mere enchanted weapons with virtually no sign of the mastery of Kagrenac.
