The game is called Super Street Fighter IV: Arcade Edition. And it's available for purchase on PC, Xbox360 or PS3.

You can either buy the disc version or a digital download version.

I play this game on every platform, but my favourite version is on PC. Yes, this particular replay is of an online ranked match. On PC you can use a GamesForWindowsLive account or your Xbox Live account to connect and play online.
