Although the cat didn't look nearly as pissed off as it could have been (I am guessing the cat is used to the puppies shinanigans) I would not condone allowing all those puppies to act like that with a cat. Teaches them bad habits and it could escalate as they get older especially when people don't really know how to train dogs.
For everyone who thinks that cat was really upset, you are a dumbass and have never actually seen a pissed off cat before. Take it from me, that was very mildly annoyed
