Philadelphia City Controller Alan Butkovitz conducted a review of vacant schools owned by the Philadelphia School District. The City Controller found the empty facilities are creating unsafe and unsanitary conditions for surrounding neighborhoods. Some of the schools were littered with spent hypodermic syringes, used condoms, piles of garbage and human waste scattered around the buildings.
