I don't think it was Elanor as she has much shorter hair and a British accent. Although, the way the little sister rolls the building blocks down the stairs at 2:24 looks a lot similar to the way the Big Sister does in the Adonis Luxury Resort in Bioshock 2.

she's in a small room and she is like in a coma and at the end of the game she quit rapture and she have the same doll as the beginning of the game
