Two men have been charged over the death of a Devon teenager in Goa.

The body of 15-year-old Scarlett Keeling from Bideford was found on a beach in Anjuna in February 2008.

Samson D'Souza, 28, and Placido Carvalho, who is in his 30s, have both been charged with culpable homicide not amounting to murder.

They have also been charged with intent to outrage a woman's modesty, administering a drug with intent to harm and destruction of evidence.

The men, who appeared in court in India to be formally charged, have both been bailed.

Two post-mortems

Scarlett and her family were on a six-month holiday in India when she was left in the care of a 25-year-old tour guide while the rest of her family went travelling.

When her body was discovered, Goan police said her death was an accidental drowning.

It was only after a sustained campaign by Ms Keeling's mother, Fiona MacKeown, that a second post-mortem examination revealed evidence of attack injuries.
