You misquoted Darwin. He said in a letter to his cousin, Galton, "Though I see so much difficulty, the object seems a grand one; and you have pointed out the sole feasible, yet I fear utopian, plan of procedure in improving the human race." Thus, Darwin was a eugenicist, who reluctantly had some misgivings about Galtons particular plan.

As I said, the link between the so called "warrior gene" and delinquency is highly questionable. There have been many unsubstantiated links between genes and the character of people. And the mistake the Eugenicists of the early 20th century made was the saw intelligence and social contribution as "inheritable traits". This was before the discovery of DNA. And on those other quotes Darwin also said "yet I fear the utopian plan of procedure in improving the human race".
