Tibet will never belong to China, no matter what china does, they ar fast becoming a super economy of the world but the true cost of there deeds will b there own doing. Return tibet to its rightful owners .

There is a detailed description on wikipedia. From memory everyone has to work for the government rather than themselves which is inefficient.
