The reality is that the gov't can't do much to assist HSB. Steel prices have been healthy and there shouldn't have been profitability issues. Investment firms have fought hard to make the economics work and lost investors' (i.e. pension holders') $ trying to do so. Raw material costs, tech., scale are issues. Want to be pissed? Stelco could make more $ than anyone with HSB, but their mngt was lazy about acquiring it. USS may change this. USS acquisition of HSB is only real longterm solution.
