How Virginia Drug Courts Succeed - The Arrest is Only the Beginning

In the fourteen years since its inception, the 23rd Judicial Circuit Court has successfully graduated 635 participants from the program, saving the Commonwealth the cost of their incarceration and restoring them as productive members of society.
