if the whole nuclear plant is going underground... it is good. but what happen to the underground water?

He's got the answer untold design engineers for nuclear power plants could never conceive, for some reason. I'm sure his airtight solution integrates and betters all the thousands of safety analyses performed by those design engineers too. I'm sure he's accounted for the different water tables in every geographical region. He's factored in implications of submersion of all critical safety systems of an underground plant swamped by a tsunami wave. Give this man the keys to the fuckin facility!
