Lavell Drive V-Groove water test

I poured a measured 2 gallons of water on the newly constructed V-Groove at Lavell and Hines drive in Glassell Park. The water only remains on the V-Groove as long as it does because of a temporary ashphalt birm, otherwise the water flows immediately off the V-Groove and directly onto the downslope of Hines Drive, directly at my driveway. Clearly this V-Groove was not constructed properly and in fact is sloped downhill so that it does not direct water down it's length, the water just runs over it and down Hines Drive.
